Luz Maria de la Mora is an expert in international trade policy, negotiations, analysis and promotion. At UNCTAD, she leads initiatives to promote the development of developing countries through international trade. She oversees a team that supports these countries in trade negotiations, strengthens their service-sector capacities, and integrates trade with environmental and developmental goals. The division also analyzes issues related to competition law and policy as well as consumer protection, and seeks to enhance the contribution of the commodity sector to development through diversification and risk management.
As Vice-Minister from 2018 to 2022, she was responsible for overseeing Mexico's trade and investment policies and played a leading role in international trade discussions at the World Trade Organization (WTO), the United States-Mexico-Canada Agreement (USMCA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Pacific Alliance, the G20, and the OECD. She also led policy dialogues, engaged with the private sector, and promoted sustainable and inclusive trade policies.
Previously, she led Mexico’s Unit for Economic Relations at the Ministry of Foreign Affairs.
She holds a PhD in Political Science from Yale University, a Master’s degree in International Affairs from Carleton University, and a Bachelor’s degree in International Relations from El Colegio de México.
