Tobias Schillings is a Postdoctoral Researcher at the Technical University of Munich and a Research Associate at the University of Oxford. His work examines how healthcare systems shape inequality, public trust, and the politics of social protection across the world. He is the co-developer of the Healthcare Universalism Index, a global measure capturing coverage, quality, and equity in healthcare provision. Beyond academia, Tobias has worked for over seven years as a research specialist with UNDP and UNCDF, including leading the Inclusive Digital Economy Scorecard project.
